Finding Observerships for IMG?

Hi,
I'm trying to help a family friend out. I have no idea what an observership is but this individual did his Medical School in an East Asian Country and now wants US Clinical Experience. Is tis something they can find through VSAS (when I was applying for auditions this is what I did).
