finishing all the prerequisites vs. some courses in progress

do you think the application with all finished prerequisites will have a better chance than the one with Bio II to be finished during Fall semester (won't get grade until mid of Dec.)?

Some people tell me than" do not apply the school which you do not have their prerequisites". Can I just go ahead to send my application on June and put one or two course in the process? Is that going to weak my application?
