First and second batch

For this application cycle, what day is considered first batch and what is considered second batch?
The first batch was "mailed out" on June 23rd.
 
Does the chance get smaller for second batch ?
 
keep in mind that while some ppl already e-submitted and mailed out, they may still lack some part of the application (ie DAT score and/or LORs). These people will not be reviewed until everything is ready. I'm curious as to how much effort people put into their personal statement when they submitted so early. :-/

I'm sure many who were applying knew about the personal statement before applications opened up and so they had it prepared well ahead of time. At least I did anyways.

I think anyone who really does their homework about the whole process
wouldn't leave their statement for the last minute. Or securing letters for that matter. Certainly not everyone has a complete file, but you don't have to look far to find some users here who are kicking back now with complete files, fees paid, and working on secondaries.
