First come, first serve VSAS: Do sites go based off application submit date or school release date?

My understanding is that the student fills out and submits the VSAS application and the school then releases the application to the site X number of days later. So for sites that go based off of first come, first serve, do they go by the date the application was submitted or the date which the school releases the application to the site?
