i think chances would be very good (assuming the standard good LOR's, early submission, good EC's, and optimally ~100hrs shadowing in my opinion) however i would for sure still study so that way you can be comfortable with this being one of the possible scores in the lower of your range. I assume you have been studying since you got a 21 on the PAT, and at that point it shouldnt be much more untill you can bump up all of your scores.
