Any suggestions in which EU countries a US/Canadian attending (licensed and board certified) physician might most easily obtain the easiest/speediest licensure?

You must speak fluently the language, man.

All European countries are notoriously difficult to get into without a EU passport.

EU has regulations, which prioritize employment of their own citizens over those from outside the EU zone. Besides this, all EU countries require you to pass language exams or demonstrate proficiency before you're eligible to practice. Unless you have citizenship of an EU country, you're facing an uphill battle to find work in the EU with solely US citizenship. While your credentials will be recognized and you'll have an easier time getting licensed, working there is a different matter. I would consult a country specific forum/an immigration lawyer.
