As I noted elsewhere, but for other's reading:

the SOAP list of open programs is for the people who registered and failed to match. Giving it to others is against everyone's rules.

Furthermore, if you did not register for the match, you are not eligible for SOAP or any of the open positions until AFTER the SOAP is done.
