Did you apply to both US MD and DO schools? How many schools did you apply to? Do you have any red flags?
If you have no idea where you wanna practice, going to school in the US is the best thing you could possibly do career wise. You will have much more freedom graduating from a US school and doing your training/residency here as well. A degree in the US will set you up for practice in many countries. Even DOs have more than 50 countries they can practice medicine at including Europe. With your stats, you should be competitive for many DO schools and even some MD schools. I got into DO with worst MCAT than you currently have (albeit better GPA though). I would advise you to start working on a DO application right now as it is still early to submit an application at this moment. Cast a wide net maybe 20-25 schools (to be safe), and you might hear back from many schools by December/January. It is too late for an MD application however.

Applied to 16 schools: 10 DO and 6 MD. No red flags. Thanks for your advise!

Yeah, you need to apply to more schools, and include some of the newer DO schools on your list. 10 DO and 6 MD schools aren't enough for your stats especially as a CA resident.

I would start with:
Both KCUs, DMU, ATSU-KCOM, all 3 PCOMs, all 4 VCOMs, CUSOM, ARCOM, all 3 LECOMs, both NYITs, TUNCOM, ACOM, MUCOM, BCOM, CHSU, both RVUs, SHSU, Nova.

That's 27 schools right there, and I would bet money that you would get in at least one of them with a 3.5/505. I had 3.7/500 (did I mention I took the MCAT 4 times?) and got 12 interview invites (went to only 4 and got 2 acceptances) after applying to 26 schools. You can do it as long you don't have any red flags. I know it's gonna be a lot of money, but it's worth it. A lot of schools are doing online interviews because of COVID right now, so you might save some on travelling.

You needed to apply to every DO school and you needed to apply early.

You should be able to get in.
Your stats are essentially non starters for MD schools especially considering you are from California.

You need to decide if practicing medicine in Mexico is a good option for you career wise, there is no saying what the future will look like or how well you will perform on STEP 2, etc to be able to have a chance to match in the united states.

If practicing in america is important you should reapply DO.

If you cant get into a DO school and you still want to become a physician Mexico seems like a good choice at that point, just realize you might be restricting yourself to practice there.

Submit your application by the end of August with at least 20+ DO schools, and have many people look at your personal statement and secondary applications before you submit them.

You should be able to receive interviews at some DO schools with your stats. Apply broadly to DO schools this month and I suggest all these schools
TUNCOM
AZCOM
ATSU (both schools)
CHSU-COM
UIWSOM
KCU-COM
ACOM
ARCOM
NYIT-AR
WCU-COM
BCOM
MU-COM
PCOM Georgia and South Georgia
UP-KYCOM
WVSOM
CUSOM
VCOM (all schools)
LECOM (all schools)
You could also receive interviews at MD schools and I suggest these:
TCU-UNT
Creighton
Loyola
Medical College Wisconsin
Oakland Beaumont
Wayne State
Vermont
Quinnipiac
New York Medical College
Einstein
Seton Hall
Drexel
Temple
George Washington
Georgetown
NOVA MD
Miami
Florida Atlantic
Florida International
Central Florida
California University
UC Davis
UC Irvine
Kaiser
Loma Linda (if you fit their mission)
