FREIDA Step 1 interview cutoffs

I was bored today and looking through the updated FREIDA database of GAS programs. It looks like the PD's updated their information in the last couple weeks.

I noticed that there were several programs that listed "minimum Step 1 required" for interview consideration. I noticed, for example, that Indiana and Wisconsin both said a minimum 230 is required to even be considered for one. I found this kind of surprising that programs have such strict cutoffs that are rather high. Although I guess I make the cutoff (I have mid-230's step 1), I would have expected this type of things to be more prevalent in programs in "bigger markets" like NYC or LA.

How common is it for PDs to say "unless you have a minimum board score of XYZ, your app won't even be looked at?" And usually what type of programs do this?
 
My program gets a ridiculous number of applicants, including current medical students, second residency career changers, and foreign trained practicing anesthesiologists. Its just not possible to adequately evaluate them all. I have no doubt we miss many exceptional applicants, but there's only so much time available and a very limited number of interview slots.
