do you think having a personal friend/ mentor on the ad com would help or hurt your chances? would the ethical thing be for him/ her to reserve judgment on your application?

In my opinion, It won't matter in the least. I speak from experience. And it may actually hurt you or at least hurt the relationship between you and that person.
Having a friend on the adcom can only help. If you don't get in, it just means that having your friend on the adcom didn't help, but it certainly didn't hurt your chances, so I wouldn't be upset with that friend or let that relationship be "damaged".
