I haven't heard of any. Several schools offer partial scholarships though.

APTA has a couple of scholarships (scroll to the very bottom of the page):

But to qualify, you must be a 3rd-year student.

Highly doubtful. Have not heard of any as jblil has said.

Not a scholarship - but some schools do offer full tuition waivers (and stipends) in exchange for serving as a graduate research assistant or similar positions within the university. Time commitment will vary depending on the position and school but will likely be in the 5-20 hours/week range. To get one of these positions as an incoming first year student relevant experience is probably a must.
