My guess would be an FP from one of the residencies that still teach some general surgery skills along with a good dose of emergency care and plenty of routine illness / chronic care training. Isn't there one in Ventura like that along with a few others? Why them? They can deal with your typical surgical problems (appendectomy anyone?) although after a disaster there'll be plenty of trauma which the FP may not be suited for. However, without an abundance of surgical equipment no one is going to provide any "good surgery" keeping in mind you'll need anesthesia, antibiotics, etc. Once the disaster has run its course, the apocalypse is here, the weak are dead, the strong have lived, and everyone has to rebuild society an FP will probably be handier. In that type of situation, you'll want to live your life more carefully than you otherwise would have due to decreased medical care including decreased supplies, lowered nutrition, poor sanitation, etc. You'll get sick more than you will hurt.
