You are correct about all of those, ramborhino.
For the LTs listed, it is probably safest to assume that they have already completed 3 years. The Dental Corps Chief has stated that it is increasingly difficult to leave an assignment early for DUINS (Duty Under Instruction = residency training). This is due to budget shortfalls. Assignments are typically 3 years in length (there are some unaccompanied OCONUS or FMF assignments that are less), and the DUINS board selects will start their residencies the following year. A new LT will do a 1 year credentialing tour or PGY-1 program, and then will probably receive three year orders. The most likely time for that LT to be accepted for residency training is during the second year of those three year orders (their 3rd year in the Navy), so that he/she will finish that assignment and PCS straight to their residency program. Of course, there are exceptions.
