Gaining "In State" status in New York state???

Going down the home stretch, I still have not yet made my mind up on where I will end up later this year! I wanted to know how exactly does a student like me who is not a state resident of NY gained "in state" status in New York?(I know there is a possibility but wanted to be sure that it has worked previously) I am accepted to SUNY Downstate and really want to go there if there is a way to obtain in state tuition after a year or two, this really would tip my decision toward SUNY Downstate rather than RUSH, my other choice and great school but too expensive....

Live in NYC in non-campus housing (get your own apt) for a year and that should do it. I'm currently an undergrad (in the BA-MD program with Downstate, actually) and my roommate whom I share an apartment is from Jersey, and it took him a year to establish NY residency and start paying resident tuition at CUNY Brooklyn College.
