ions are formed by bombarding the neutral atoms with large amounts of energy.
you could form +10 ion if you wanted to but the amount of energy required would make it highly unlikely.
the first electron is always the easiest to remove thus many elements have +1 ionic form. removing more than one electron is relatively easier in some elements thus you have other ionic forms
it really depends on where the element is situated on the periodic table.
