answer is b) hybridization, but why not c?

Hybridization is correct. SP3 hybridization produces 4 equivalent bonding orbitals.

Hybridization concept correctly answers the question of four equivalent, single, covalent bonds.

Although there are sigma bonds, the answer C is just too vague and it does not account for the equivalency of the bonds.
