I took Gen Chem II with lab for 4 credits. At this other school, I'm retaking the class, but it's 4 credits for lecture and 1 credit for lab. They don't offer the lab until the Spring, so I can only take the 4 credit lecture. Will this count as a repeat?

No it will count separately. At my undergrad, I took Gen Chem I with lab for 4 credits. During my post-bac, I took only the lecture Gen Chem I for 3 credits. If it cannot completely eclipse the prior course regarding the number of credits, it won't count as a repeat.
