germ layer question

So this is something that might not be particularly important but it has been bugging me...

One of my qbank discrete questions says that the urethra is derived from the endoderm. I was wondering how this is true - isn't the urethra part of the excretory system (or am I wrong in that regards?). I thought it was mesodermal along with the kidneys...

I know I'm probably confusing something here but it was really starting to bug me.

The mesoderm is all of the urogenital organs (kidneys, ureters, gonads, reproductive ducts) and the endoderm is the epithelial lining of the urogenital organs and ducts. On the MCAT, I had an extremely specific question asking about a germ layer. If you have time to memorize them, it might be worth it.
