Are there any state schools that offer instate tuition to students that orginally enter the school as out of state? If so how hard is it to obtain this?

They will let you know at the interviews. I know UNC and OSU do.
 
Great question. I have been wondering about this too. Buffalo and Stony Brook both offer resident status after a year.

New York state schools as mentioned above.
California state schools.

The above two are easy to obtain from what I heard.

Also, not sure how hard it is for these:
UNLV and UNC.

Not sure where else.

You would still pay the first year as out-of-state. But the 2,3, and 4th years will be in-state (at the earliest).
