Getting Residency after having completed residency in Asia?

I have a friend who has completed a three year residency in an Asian country in Emergency Med. Now he wants to apply to the USA to do residency again over there in the same field. He has pretty good USMLE scores. How would program directors view his 3 years of residency? Would it be beneficial or what? If so, how much? Wouldn't they view that as a very big plus? Or what?
