A relative of mine is 19y/o and in college. He works part time and has all living expenses/college costs taken care of. He would like to start investing in a Roth. Are there any brokers that allow you to start with less than $3000? Ideally he would like to go with Vangurd ETFs.

Agree with Stroganoff. A Vanguard Target Fund is very reasonable for someone of his age to start with since it's a "start it and forget it" kind of investment.

I also applaud your relative for wanting to start saving so young. Very impressive. Along with this advice, since he seems to be interested, buy him an investing book or two to read.

2 things, Bitcoin and Modafinil. Those are what I'd be investing in. Especially Modafinil. As you study bitcoin its good to take modafinil with it. Helps with understanding. Since I live down under, I source mine from Modafinil Australia good spot.

BitCoin is modern gold. Keep checking the fluctuatiions, watch when its low like recently then sell when its high. Works.

Wtf?

A little something I picked up from moneyunder30.com:

There's a free app, called Personal Capital. It helps integrate all your accounts and expenditures, investments etc. If you want direct advice from an advisor that is extra, but I'm using this to integrate and it's not slow or clunky like Mint. I'm not sure how Mint is now but I found it not to be user friendly when I tried to use it back in Med school.

Just watch out because they start calling you to try and get you to use their paid services...
