I know we qualify for the GI bill, I was wondering if we are able to use the GI bill during a military residency or can we only use it after we get out of the military?

Only when you get out. In a military residency, you will receive a much greater BAH and income.

Your famliy members (if you transfer to them) could use it while you are still on active duty. If you are in the military you could probably use it for a distance learning degree. If you are doing any type of residency while on active duty - you are not paying anything for it - so there is no reason to use it.

Don't you have to be in, or sign a contract to the effect, for 10 years before they will transfer GI Bill Benefits to a family member?

You have to be in the service on active duty to do the paperwork. You can submit the paperwork at any time - although kids can't use it until you hit 10 yrs.
