Do d-schools look at the trends in your gpa?
An example: Will they be able to compare how I did the last 2 years or maybe the last 60 credits compared to the first 2 years?

How long and thorough do you think they review each applicant? Or would they go "Nah crappy stats, next!" and not bother to go through carefully?
 
Yes, upward trends certainly count for something and are noticed. To make sure they are seen, you can allude to them in your PS and other areas of your application.

However, if your GPA is really low, even with an upward trend, there's a chance you'd get thrown into the auto-reject file. It's always a possibility.
