GPA Waiver for HPSP

Has anyone had any success with getting a GPA waiver for HPSP?

Conferred GPA is lower than 3.2 but cumulative is higher.

Realize you are applying for a competitive scholarship with a large pool of competitive applicants. If you are having to get a waiver to meet GPA requirements, the chance of getting accepted is low, but whether or not to apply is always up to you - YMMV,
