How does gpa work. Is a 90% average a 4.0/4.0? Is it an A plus? If I keep a 90 or higher average is that a good, high GPA?

Depends on your school and if they use the +/- system.
At my school, the +/- system is used and translates as such:

Some professors do not award an A+ at all. Some only award it for the top few students or if your average is above a certain number (i.e. 98% or above).

So how would 85% fit on that scale? or 90? 95?

At my high school, 90+ was 4.0, 80-90 was 3.0, etc. There was no +/-. You need to figure out how your school calculates it.
On frosted's scale, an 85 is a B (3.0), and 87 is a B+ (3.3), a 90 is an A- (3.7), and 93 is A (4.0)

Also figure out how honors/AP/IB change GPA at your school

Depends from school to school, my school doesn't have +/- either but exams are hard enough that not enough get A's so they lower the cutoff for A's to an 88/89% sometimes.

In all my classes I'm getting 85-100 so I guess I have somewhere between 3.7 and 4.0
