assuming you are on a non-weighted 4.0 scale, yes.
High school is way different because there are class weights.
For example I had like a 4.5 GPA with a few B's and C's on my transcript due to the weight of my coursework.
In college the "formula" one uses to determine GPA looks like this.
Lets Say I take 2 class as follows:
Biol 220 - A - 4 credit hours
Biol 335 - B - 3 credit hours
The "Quality point" for the classes are the numerical equivalent of the grade times the credit hours.
so for Biol 330 I have 4 (from the A) x 4 (credit hours) = 16 points
Biol 335 3 (from the B) x 3 (credit hours) = 9
Now for GPA you take the sum of your points / sum of hours
so (16+9)/(4+3) = 25/7 = 3.57
