According to TBR, smaller gravitational potential energy = greater velocity.
Why is that?
 
This is probably referring to energy conservation. In a conservative force system, PE+KE=constant. For the same mass, the more KE, the higher the velocity. If PE+KE=constant, lower PE means greater KE, meaning higher velocity.
