I can tell you a little bit about how things are in Scandinavia and the northern part or Europe and as far as I know there aren´t any GPR programs, like the ones you find in the US, in this part of the world.
In England, there are so called Senior House Officer (SHO) positions at hospitals, mainly in OMS (basically an internship), but also in Restorative dentistry and I seem to recall there being SHO positions in pediadric dentistry as well. These might resemble GPR programs. These positions are typically for 6 months. See: http://www.bdjjobs.com/
In the Scandinavian countries there aren´t any GRP programs or anything that resembles GPR. Restorative or emergency dental services are not normally located at hospitals, only OMS.
