At my college(graduated), we have an upper division course called cell bio. Its prereqs are your typical bio 1 and 2, as well as another bio class and genetics.

At the local community college, there is a lower division course called cell and molecular bio.

It's probably equivalent to my university's bio 1 but absolutely not their cell bio.

They say for grade replacement to work, the hours must be equal or greater, and the course description must be similar.

All that said, do you think I can replace cell bio with cell and molecular bio?

I would not consider the benefit of the doubt with replacements. They courses have to have identical credit and course description. I went to a private liberal arts college which did quarters (every class regardless of subject was worth 6 units) my retires aren't grade replacing very well because semester courses are weighted on hours spent per week.

I.e. genetics is worth 3.0 semester credit hours.

And it will not count as a replacement for my 6 qtr unit class from 2 years ago, even though it is the exact same material.

Do the course descriptions look nearly the same? If so- go for it
