I think most are more concerned about those grades. That said, if your GPA is below a 3.5 overall it is still likely to be a concern and below a 3.0 overall is a serious barrier. In either case, we commonly recommend people in those situations pursue a master's to document their ability to handle graduate-level coursework.
If you are within those ranges, GPA really ceases to matter and it becomes about the multitude of other things that are much more important for admissions (e.g. research).
