Picky question, but what's the difference between these two terms? They seem to be one and the same to me.
 
hmm....growth could possibly be just general increase in cell(or whatever) size/number and development can incorporate growth with differentiation. Development can also occur without growth (ie pruning of fetal neurons could be considered development, but there is no growth). This isnt out of a book or anything, just taking a stab.
