Yes, just apply broadly

Important to remember that even average means your better than half of everyone else. Your step scores may serve as a barrier at some programs but there are tons of programs where you will still get an interview. If you're a cool person and interview well, you should have no problem matching (as long as you apply broadly and take a lot of interviews).
