Guide to Transferring/Too Late?

Looking to transfer for my PGY2 year. I haven't started the process, or even asked if there are any spots available (probably not any available, right?), and I won't be starting the psych portion of my intern year until early 2018. Would that still give me enough time to transfer by July 1st?
