'half-time level' funding?

University of Illinois Urbana is one of the programs I am considering applying to, but I don't if their support is competetive with other programs. Below is what their website says. Does anyone know what 'half-time' and 'quarter-time' level funding is?


"In general, students are supported at the "half-time level" during the four years they spend primarily in graduate work, and at the "quarter-time level" (same tuition and fee waiver, one-half the stipend) during the four years they spend primarily pursuing medical studies."
 
"The department will provide you with the equivalent of a 50% nine-month assistanceship for three years...The assistantship would involve spending approximately 20 hours per week assisting a faculty member in teaching and/or research. In 2005-06, a half-time assistanceship, at the doctoral level, provided $12,806.97 for a nine-month appointment. We expect that stipend to be somewhat higher for the next academic year...In addition to a monthly stipend, you will receive a full tuition waiver and a partial fee waiver for the academic year. For the academic year 2006-2007, for a non-Illinois resident, the value of this waiver is approximately $31,353.00. Please note that the waiver does not cover other student fees (such as health insurance, the health clinic, and general) of about $600 per semester..."
