Have I started working on my personal statement too late?

No, you still have plenty of time. I didn't begin mine until April last year. Obviously the sooner the better; however, you need to find people to look over it. This could be past high school English teachers, college professors, or family/friends.
 
I didn't start mine until mid-June. I ended up finishing it and applying late June. You are fine!
 
Personal statement needs feelings/different moments of life combined together. I realize as long as you catch when your feelings come and write it, you can finish it in a day and spend another day to polish.

the substance matters not the way the english language is used to write it. the simpler the better.
 
I agree substance is important, but what do you mean by "not the way the English language is used to write it"? The ps has to be written in English, and I would hope at the minimum proper English grammer is used to write it. It does matter how you use the English language to write it because your ps will convey your thoughts/thinking and culture.

apology. of course the PS will need proper English grammar along with some level of sophisticated use of English language.

but some undergrad writing classes train students to write in this flowery language that does not get straight to the point <--- not for the PS. this is what I mean.
