HELP! Cannot sign up for OAT - 403 Forbidden

Whenever, I try to create an account to get a PIN, this message pops up:
403 - Forbidden: Access is denied.
You do not have permission to view this directory or page using the credentials that you supplied.

or maybe try calling but, in my personal experience it is really hard to get ahold of someone over the phone these days
