MCAT : 513 (CARS - 125, Psychology - 130, Biochem - 129, Chemphys - 129)
State of Residency : CA
Undergrad : UC - Biological sciences
Clinical Experience : 250 hours
Research Experience : 300 hours as research intern at Dept. of Internal Medicine.
Non-Clinical Experience: 100 hours
Others: President for two clubs, Paid Tutoring - 50 hours, Paid internship - 50 hours, Dean honor list, Department citation

I have shortlisted following. I want to cut this to 30 schools or so. Also suggest the ones which I need to apply. My CARS score is not very good (it is 60 Percentile). Appreciate the help.

You can remove these state public schools where you are not a resident: Oregon, Colorado, U Texas Austin, U Wisconsin, U Missouri. These schools are reaches: Mayo, Mount Sinai, Washington University, Northwestern, Perelman and Pitt.
 
Start by filtering out:
Any school with a 36+ median MCAT
Remove the schools except UIC and Wayne St that dont take at least 25% OOS
Then you can start by cutting a number of these schools that get >11k apps
Nobody on here is going to recommend applying to Northstate.
Delete U of Washington: you arent even going to get looked at not being from a WWAMI state.
Missou KC takes most of their OOS class through their BS/MD program.
If you arent from the inland empire or didnt go to UCR for undergrad, Riverside shouldnt be on here
Colorado is going to be a rather low yield choice
Your service is really light for Rush and might not even make it past their initial screening phase.

Is this the school you are referring to "western"? Western Michigan University OR something else?

Does Touro-CA offer MD too? At first glance, it does not appear so.
