Help me figure out which programs to signal/apply

Hello, I am having trouble deciding which programs I should signal and apply to in states outside of my own. I am looking for good programs in warm climates, preferably coastal, with good work life balance.

I am a USMD from a mid tier program in Michigan. Step 1 240, step 2 256. One psych case report and some other research from college. Honors in 4th year psych electives, not in 3rd year. ECs involved research (Covid ruined) and executive board in development disability program.

Any insight is greatly appreciated!
