Help!! Need clarification

So I need some clarification on something. I was under the impression the earliest you were able to submit and pay for AACOMAS applications was June 1st. I just read this on AACOMAS website:
" May 3, 2018: AACOMAS application open for submissions
June 15, 2018: Colleges begin receiving and processing applications"

So does that mean that AACOMAS opened their applications on May 3rd to just input your information or does that mean you were able to fully submit on May 3rd?

I am also super confused by this as well. I submitted June 1st and am "complete" but not yet verified and after researching for 30min it is still unclear to me when the schools may actually begin reviewing my applications. The AACOMAS FAQ seems to imply once you are verified then your designated schools will start receiving your application.

This means that you can submit starting May 3rd, and the earliest that you can get a secondary is the 15th of June.

You can submit, but no one from the schools you applied to is going look at it until after June 15th.
