the question was a genetic problem and it indicated that the ratio is 1:3 and 3:1 however in the answer it seems to suggest a 2:2 ratio for both instance. can someone please help clarify this for me. thanks

Look at the solution carefully and you'll realize that the ratio of 1:3 or 3:1 or even 2:2 won't mean anything since you're not dealing with a large population here. The white and black allele can each be dominant or recessive depending on the assumptions made in the correct answer.
