Help! OOS everywhere

My friend is planning on applying to med school this cycle. Her GPA is fantastic - 3.9 cumulative and 3.8 something for science. She just got her scores for the May 27 MCAT and she got a 31O. Her extracurriculars are solid but not stellar (some volunteering and a member of several clubs), perhaps a little week on the clinical side and leadership.

Her unique situation is that she will be considered out of state everywhere because her parents did not file taxes this last year so she can't prove residency anywhere.

The only state where she has even a possibility of being in state is VA, so she wants to apply to schools there. We both go to college in Ohio, so she's also planning on applying to all med schools in Ohio. She hasn't submitted her AMCAS yet, making her potentially slightly late in the application cycle.

We just wanted to hear some honest and unbiased opinions on what her chances are. She is considering also applying to DO schools, but she really wants to do MD. Does anyone have any advice?
 
How about applying to a fair share of private schools? That should take care of the state residency issue.
