How can you tell how many structural isomers are possible?

For example, in Dr. Collins chemistry test 9 question #14: "How many structural isomers are possible for C2H4O?"
a) 1
b) 2
c) 3
d) 4

answer states: "B, only two without strained cyclic structure"

can someone explain this please?

you can form an epoxide.. possibly. However, the most reasonable structural isomers are:

CH3-COH CH2=CHOH

You just gotta draw it out, but this isnt something that would fit the timeframe of the PCAT and I hope you see that.

You need to realize here that there is one degree of unsaturation. (Some formula that I don't remember, I can just see it/visualize)
