Please help with ranking these based on the strength and reputation of the radiology program! I only have a vague idea of what's better. Any help would be appreciated.

I would rank these in tiers with such a mix of places...I can try to rank them for you but I only personally have an insight on about half of them and the rest will be just on "what I've heard."

Tier 1: UTSW > Vandy > Emory > TJ
Tier 2: UT Houston > GW > UIC
Tier 3: VT > Rochester
Tier 4: LIJ > Santa Clara

For myself, I would rank these differently but this would probably be a more "general consensus"...Widely variable though....everyone has different opinions. That's why people stress things like location and you also have to decide what type of program you want. Some people would prefer a smaller, hands-on place like a Vermont over a large place like Vanderbilt even if the latter has a better reputation.

1) TJ = Emory = Vanderbilt (if looking to midatlantic or New England in future, then TJ. If looking south/midwest, Emory or Vandy)
2) UTSW, UIC, UT Houston
3) GW, VT, Rochester
4) LIJ, Santa Clara

Location is going to be important for ranking. Figuring that out would be useful.

You will get good training at any of these but especially the top half of your list. Go where you will be happy and don't stress about splitting hairs based on academic reputation.

What about UT Houston vs U of Chicago (without regards to geography)?

Houston and Chicago are so vastly different that it really shouldn't be a big dilemma. Different strokes for different folks.
