Heritable mutations

My kaplan material has the following line:

"Heritable mutations do not occur at protein level."

Can some one help me to understand this statement?

If a mutation is going to be inherited then that means it must be transferred via gametes (egg/sperm) and thus must be included in the parent's DNA/genome. im not sure if that is specifically what youre reffering to, but protein level is not the same as chromosome level...mutations on chromosomes may result in defective protein..but proteins are not what get transferred to offspring
