This is very unclear, I'm afraid. You're looking for a 'graduate program in urology'? Urology is a medical specialty and you must go to medical school, then obtain a residency in urology. A urologist interested in research might then get a PhD, but there's no way to be a urologist without going to medical school -- a PhD in urology does not exist. If this is not your meaning, perhaps you could be a bit more clear? Then we might be able to help you.

You can get a PhD in biology and research mammalian urology if you want, in which case, most universities in Europe and the US should be able to help you.

thankya newmansown..and lokhtar 4 ur reply..but

Technically in the US, medical school is already a graduate degree which is why there was confusion initially.

In the US, to get post-graduate medical training you have to first take Step 1 and Step 2 CS and Step 2CK. These are board exams that last around 8 hours each. Most Foreign medical graduates take 4+ months to study for step 1 alone. US students tend to have >90% pass rate, foreign medical graduates tend to have ~50% pass rate. You not only need to pass but need to do exceptionally well. Urology is a very competitive specialty. Note that you can only take the exams once unless you fail, and in that case forget about urology. Once you take the boards you enter what is called "the Match." In the match, you send out applications and then interview with different programs. They rank you compared with the other applicants and you rank the programs at which you interviewed. A computer algorithm figures out the rest. You essentially are "placed" in a certain program.

Almost all specialties participate in the main match (ie there is a main time and application for most specialties) but there are some outliers. Urology is one of those that does NOT participate in the main match and rather participates in the early match (ie before the main match, giving you time to try to main match if you dont early match).

A bit on Urology:
Urology is arguably the most difficult specialty to match into. You need top board scores (above 240, 99), phenomenal letters of recommendation and a good interview. It is going to be near impossible for a foreign medical graduate to match into urology in all reality. It is possible but the odds are severely stacked against you if you are not a US medical graduate.
