Lol ok, I wasn't aware it was that common.

Highest possible score is a 280, which is also the highest score you can get on an NBME. Highest online verified score, to my knowledge, is 277.

That table doesn't mean the maximum score is 280. It means the maximum score among the people in that population was 280. As someone else stated, USMLE says the max is 300 (https://www.usmle.org/pdfs/transcripts/USMLE_Step_Examination_Score_Interpretation_Guidelines.pdf)
