Highly Desirable vs. Waitlist

What's really the difference between Highly desirable december decision ("no action") vs. being waitlisted, and which is really better to get if it's not a straight up acceptance?
 
I think that being deemed "highly desirable" is the equivalence of simply interviewing at a later date. The ad-com will simply reevaluate the applicant at its next meeting once they've had the opportunity to review more applicants. Those on the waitlist usually aren't looked at until ALL other applicants have been reviewed/interviewed and probably won't here anything until after accepted students start declining acceptances. So, I'd rather be deemed "highly desirable" than "waitlisted"

are you by any chance talking about umich? highly desirable means that they will rereview your application for acceptance since you've already interviewed. however, it doesn't mean that you won't be waitlisted. i was a highly desirable candidate last year, but ended up on the low tier waitlist in march.
 
I wonder why they call it "highly desirable"

so they can breed a false sense of hope to make the crushing of your dreams that much more painful.

i'm not bitter.... >.>
