When we do background checks at the jail, we tell everybody to pay any outstanding traffic tickets. So if you've paid them, they don't show up (at least here in Canada).
One of my students had the same name and birthdate as a multiply-convicted felon. He had to be fingerprinted by the RCMP before we could let him inside.

Speeding tickets do not typically show up on criminal history checks unless a criminal act occurred at the same time. Motor vehicle information is public information but in most states the DMV will notify you when someone is attempting to pull this information.
