How does this compare to being waitlisted? Would a LOI be helpful in this situation, and if so when should I send it out?

For some, it's the exact same as a waitlist. For other schools, it means you're good, but not good enough (still better than waitlisted candidates). An LOI should help...send it out whenever you can.
