This has been discussed many times on this forum but I'll give you my 2 cents. I think the easiest way to become consistent in this section is to use the grid method. I'm sure someone has explained this method before but I'll give it a shot. Basically you draw a 4x4 grid on your paper for each hole punch problem. I start with the final fold, and mentally work backwards marking down each "hole punch" on the grid until I get to the initial fold. This helps you keep score as you go through the folds and minimize making mistakes by forgetting a hole punch. This method probably isn't necessary once you feel comfortable with this section, but it didn't seem to slow me down during the DAT. (assuming you do your prep work during the tutorial, by drawing out all the grids on your sheet) Best of Luck, with practice I think this should be one of the easier sections on the PAT.
